These questions are addressed throughout the four sections of this report through analyzing the participation of over 100 in-service Ugandan and Namibian teacher educators who, as a result of United States Agency for International Development (USAID) funding, were able to participate in online professional development through a program for educators based at the Harvard Graduate School of Education called WIDE World.2 The WIDE World programs approach emphasizes helping participants learn how to apply research-based strategies in their own teaching. It uses networked technology to provide tailored feedback and support from coaches who promote collaboration and interaction among participants.

IIE designed the program with Cisco Systems, and the collaboration represents a Global Development Aliiance relationship. Cisco contributed considerable time in helping coordinate its Networking Academies in the seven countries where female scholars were selected: Algeria, Bangladesh, Mongolia, Nepal, Morocco, Sri Lanka, and Tunisia. The women were selected from underserved populatins and had to demonstrate financial need, as well as a certain level of academic achievement. The scholarships provided tuition for women to study four Cisco "semesters" of the program to move toward becoming a Cisco Certified Network Associate The program was very successful and has been used as a model for new projects by IIE.
