Disadvantaged Youth Employability Program

Description: The dot-ORG project, in collaboration with USAID/Brazil developed an innovative and ambitious strategy to strengthen the Mission’s Youth At Risk Program by integrating ICT training and employability activities. Many of those at risk are young women, and this effort will explicitly include activities to attract at-risk young women into ICT training programs and create opportunities for them to become paid ICT interns in schools, NGOs and businesses. The program will also ensure that women will be recruited and trained as ICT trainers and employability councilors in commensurate numbers as men.

The project will be carried out in Recife in collaboration with four Brazilian NGOs. Four sub-agreements will be issued for the implementation of local project activities.

Promoting CONnEctivity among Local Governments in CenTral America (CONNECTA)

Mesoamerican and Caribbean Geospatial Alliance (MACGA)

Description: dot-ORG is participating in the new Mesoamerican and Caribbean Geospatial Alliance (MACGA), which will increase the use of geographic information systems (GIS) through creating compatible mapping standards among mapping resource organizations in Central America. In its first of three phases, twenty five participants from mapping agencies from across the region will attend a hands-on workshop in Panama City in November 2003. The workshop will train senior technical staff from these organizations in the key aspects of GIS applications. A second and third phase will consist of follow-up activities and onsite assistance.

Building on Proyecto Enlace Quiche

Description: This Associate Award, the Proyecto Enlace Quiche, uses Information Communication Technologies (ICTs) to strengthen the training of intercultural, bilingual educators. This project has made great strides in improving the reach and quality of bilingual education to communities of Quiche and its neighboring regions. The project provides both physical and technological infrastructure to teachers and communities and raises the level of education through training and curriculum development. All project activities aspire to preserve the Mayan linguistic and cultural heritage of the Quiche region while empowering communities to bridge the digital divide.

Distance Education Inside and Beyond the Classroom

Description: The goal of this project is to improve access to quality primary education in Creole through teacher training and Interactive Radio Instruction (IRI). IRI programs will target at-risk youth, adults, the elderly and underserved populations in addition to primary school teachers and students. The project also focuses on monitoring and evaluation to allow USAID and project partners to track progress and ensure long-term sustainability.

Project activities include development of an automated monitoring and evaluation system, development of infrastructure for transmission of educational content and instructional radio in Creole for 2nd, 3rd and 4th graders as well as content for out-of-school youth and adults.

Interactive Radio Instruction (IRI) Based Pre-School Program

Description: EDC will develop and pilot an interactive radio instruction (IRI)-based pre-school program together with FEREMA, a local Honduran NGO, to expand access to preschool education and to ensure the sustainability of the preschool alternative delivery program.

Results:

R1: Development of an interactive, multichannel learning package providing, at a minimum, 100 three-hour pre-school kindergarten lessons addressing both student learning and teacher/facilitator development objectives.

R2: Development of a package to guide selection, organization, and management of learning centers capable of providing the alternative, multichannel program in consultation with the MOE. The package will include guidelines for NGOs, private companies, and others for providing incentives and career development paths to facilitators and guidelines and standards to be met for programs seeking to become part of the public system. Finally, in cooperation with the Ministry of Education (MOE), a set of standards will be developed to accredit, monitor, and evaluate learning centers using the alternative methodology.

R3: Establishment of a network of community-based and MOE learning center providers that include the public sector, NGOs, and businesses.

R4: Development of a training package for facilitators using a training of trainers approach, whereby project staff will train field personnel working through the NGOs to train facilitators.

R5: Development of a system of continuous assessment of learners for use by facilitators and a set of teacher/facilitator-administered learning achievement measures appropriate for use at the end of the kindergarten year.

R6: Creation of national awareness campaign to increase parental awareness of the importance of pre-school education and to facilitate demand for establishing community learning centers and disseminating the learning package.

R7: Development of a plan for national expansion of the program, which, with public and private financial support, identifies strategies for establishing additional centers to eventually reach all kindergarten age group children.

The Jamaica Internet Forum

Description: This workshop is organized by the Jamaica Office of Utilities Regulation, with participation by The Ministry of Commerce, Science, and Technology, the Broadcasting Commission, the Fair Trading Commission, USAID/Jamaica, and the Syracuse School of Information Studies. dot-GOV provided funds for travel and per diem of four speakers, including the Forum organizer, Dr. Lee McKnight (Tufts University), Ms. Paige Anderson (Center for Democracy and Technology), Dr. William Lehr (Massachusetts Institute for Technology), Dr. John Gant (Syracuse University), and Ms. A Mundkur (Syracuse University). The State Department Telecommunications Leadership Program provided three speakers from the FCC. USAID/LAC through Carana supported two participants from the Eastern Carribean. Dr. Noreen Janus, USAID/EGAT/EIT/IT, moderated a session on broadband access. The Jamaican Office of Utility regulation is providing the venue and will publish the proceedings. The Forum was held February 20-21 at Ocho Rios, Jamaica.

E-Commerce & Small Business Development

Description: As part of the U.S.-Mexico Partnership for Prosperity, the U.S. Department of State, the Mexican Ministry of Transport and Communications, the Ministry of Economy, and the Government of Tabasco co-hosted a workshop in Villahermosa, Tabasco, Mexico, entitled "E-Commerce and Small Business Development in Southern Mexico." The workshop provided practical training for about 200 Mexican small business owners on how to use electronic commerce to expand their businesses and reach new global markets. dot-GOV sent a consultant to Southern Mexico to give a presentation on E-Commerce and Small Business Development.

Technical Assistance for Huarascan Project

Description: dot-EDU has been working with the USAID Mission to plan a strategy to support the Ministry of Education’s Huarascan Project, which is a program designated to use ICT to improve the access, equity, and quality of education at all levels. dot-EDU has submitted a program description to USAID/Lima to conduct the strategy planning activities, which will cover general plans to use IT for education across the country and will include inputs from key dot-EDU partners.

Strategic planning will also include strategies to ensure that female teachers and girls have equal access to computers and the potential knowledge and income generation opportunities that are introduced through them.

The priority region for USAID is La Selva, which is a coca growing region, where developing alternative channels of income generation is a priority. Activities for teacher professional development and direct instruction will focus on building a community of practice among teachers and students and using ICT to improve subject matter expertise. Math and science are explicit emphases for girls’ education.
