Summary: Cambodia is a country undergoing rapid changes, including a keen demand for access to higher education among rural youth. The major centers for post-secondary school education are mainly located in the capital city, Phnom Penh. Although recently there has been a proliferation of private universities these programs are lecture-based and require students to attend regular scheduled classes. Distance education and/or independent study options are hard to find in government or private universities. To jump-start on-line learning in rural areas, The Asia Foundation (TAF) (www.asiafoundation.org) proposed using as an access point for virtual learning five Community Information Centers (CICs) created by USAID in all Cambodian provinces.

In response to this challenge, dot-EDU's Technology Tools for Teaching and Training (T4) project in India has created a method of using educational software that adresses many of the conditions typical of developing country classrooms. Title: Strategies to Cross the Gender Digital Divide
Issue: Summer 2003, Issue 4
DOT: DOT-COM
Summary: Information and communication technology (ICT) offers potent tools to overcome obstacles women and girls typically face, and opens new opportunities in education, political participation, health care, and income generation. For example, ICT bridges communication barriers by allowing women to access many of these opportunities without having to leave their homes, villages, or communities. To realize this potential, ICT activities must recognize and address gender differences that affect ICT access, usage, and benefits. Recognition of these barriers starts at the policy level and continues through to final evaluation. Without such explicit consideration of gender equity, ICT activities may inadvertently exacerbate rather than bridge the gender digital divide.
