Full Description: The Project IMPACT e-government focuses on four tasks.
First, to increase the institutional capacity within the Government ofMacedonia (GOM) for the development and implementation of a coherent andintegrated e- government strategy. This strategy will help ensureinteroperability, foster transparency, and provide better services to citizensand businesses.
Second, the project will help create a national government body capable ofdeveloping government enterprise architecture and standards and build capacityat the central municipal and levels to implement e-government activities basedon state-of the art managerial and technological approaches.
Third, the project will foster the development of priority applicationsfor government fiscal management and their use by central and local governmentsto increase their transparency, efficiency and curtail their opportunities offraud, waste and abuse in the public sector. Capacity will be developed in theprivate sector to develop e-government applications to be used by the localgovernments.
Finally, IMPACT will foster the creation of legal basis for inter-agencyprotocols for data exchange and use between key GOM keepers of financial data.The establishment of proper legislative policy framework for e-governmentauthentication, data privacy and evidence of financial crimes are the maingoals of IMPACT.
Update: The project has just launched a tender for the City of Skopjefor a vender to provide e-procurement software which, when implemented, willgreatly improve the efficiency of city services for women and men.
Gender Strategy: In accordance with USAIDâs recognition that gender issues are importantconsiderations in development, IMPACT will consider gender implications oropportunities in the project, seeking to address gender issues and promotegender equity, as appropriate, in all phases of activity implementation andinternal management. The Project Monitoring and Evaluation Plan incorporatesthe gathering of gender-disaggregated data for each project activity.
Expected outcomes:
- Improved productivity and accountability in the public sector leading to asmaller, more efficient and less corrupt public sector.
- The environment for investment will be improved as the investment communitygains confidence in a country wehre the public sector's financial operationsare increasingly open and transparent.
