Legal and Regulatory Reform in Rwanda's Telecommunications and Information Technology Sector

Work is progressing on the Rwandan Telecommunications and Information Technology Sector Project, supported by USAID/Rwanda and implemented by Internews.

Managing Director Named for Rwandan Regulatory Agency
Great progress has been made since the last consultancy ended in July 2002, which outlined the organization and job descriptions of the new regulatory agency. The Rwandan Government (GOR) has named a Managing Director, Mr. Fran├žois Mutembere, who was formerly the Governor of the Rwandan National Bank. Seven individuals (including two women) have also been named to the Board of Directors. This action by the GOR means the administrative and operational development of the regulator can continue.

Agency Staff to Attend E-Government Conference
Additionally, three Rwandans who have been active with the development of the regulatory agency, (Mr. Albert Nsengiyumva, Mr. Rutaboba and Eugene Nyagahene) will be attending the US State Department conference on e-government to be held November 19-22 in Washington DC.

Paige Anderson, Project Manager, Center for Democracy and Technology is planning the second major technical assistance consultancy for approximately December 2002.

Internews was awarded the Rwanda Project on March 18, 2002 for a period of 6 months (Associate Cooperative Agreement No. 696-A-00-02-00108-00 under the dot-GOV Leader Award No. GDG-A-00-01-00009-00)
