Full Description: This project provided technical assistance to the Government of Rwanda (GOR) to establish a telecommunications sector within the newly mandated multi-sector regulatory agency. The telecom Regulator is responsible for establishing telecommunications policies and procedures for fair licensing, spectrum management, competition, and price policy. The Project provided technical assistance to the GOR by working with the staff to develop the organizational structure, functions, and job descriptions for the Regulator in accordance with international best practices.
