Full Description: TheRomanian Information Technology Initiative-Policy Project advises theRomanian Communications Regulatory Agency (ANRC) and the Ministry ofCommunications, Technology and Information (MCTI). The project hasorganized workshops on interconnection, licensing, cost accounting,general management of a regulator and public relations, cyber crimelegislation, broadband strategies, frequency management, and privatesector advocacy. The project has led three study tours: role of privatesector for regulators (US), e-government (US), cyber securityinfrastructure (Sweden).
The project designed and developed four telecenters in jurisdictions that hadvery limited access to telecommunications, to demonstrate the impact of aUniversal Service Obligation policy (USO) to the MCTI. This pilot effort wasjoined by the dot-ORG project (which has responsibility for managing thecenters and collecting gender disaggregated data on the monthly usage of thetelecenters--phone, fax, and in some cases, computers). This demonstrationactivity had a significant role shaping the USO policy. RITI: Policy commentedextensively on the draft policy which became law in May 2004. The UniversalService Obligation required as part of the process of joining the EuropeanUnion.

A study tour was organized by the RITI dot-GOV Project on CERT (Computer Emergency Response Team) with the pupose of learning and gaining from the experience of a country that has created a CERT type of organization under the conditions of recent years.
