The “Information and Communications Technologies (ICTs) for Elections and Community Access” (July 2, 2002 ~ November 2, 2004) Project is undertaken at the invitation of and with the financial support of USAID/Rwanda to launch bold and exciting new approaches to using ICTs to improve the democratic reform process and increase public access to ICTs.

To accomplish these objectives, the Project focuses on two broad activities:

Strengthen the capacity of the National Electoral Commission of Rwanda (NEC) by:

• Providing Commission staff with a mix of training opportunities to enhance their skills with managing and developing advanced databases;
• Piloting the use of personal digital assistants (PDAs) for collecting, validating, and updating voter registration data through the dot-ORG resource partner Satellife [can we have a link to Satellife’s web site];
• Printing high quality voter registration cards and help the NEC continue to produce high-quality voter cards through the procurement and installation of advanced printers; and
• Procuring hardware and software to strengthen the NEC’s provincial offices and centralized database

Create sustainable, entrepreneur-owned and operated Community Internet Centers (CICs) in underserved communities by:

• Creating CICs that provide a range of affordable services and information to Rwandans, such as Internet, CD-ROM use, computer training, email, word processing, etc. These CICs are based in Gitarama and Nyanza, and a third CIC soon will be established in Nyamata.
• Establishing an association of participating CICs and other entities (e.g. cyber cafes) to share lessons learned, act as an advocate for improved telecom policies and tariffs, aggregate the purchase of connectivity, create value-added content, etc.
This Association is called "Rwanda-ACT", or the Rwanda Association of Community Telecenters.
• Deploying cost-effective and innovative alternative energy solutions to ensure the CICs have reliable electricity.

This activity is being conducted by dot-ORG resource partner Winrock International
