The Asia Foundation, with offices in 19 Asian countries and 49 years' experience in Asian development, has ICT-related activities in e-governance, advocacy of human rights, rural access to news and information, NGO strengthening, and e-commerce for small and medium-sized enterprises. Since 1986, the Foundation has supported and/or implemented more than 130 ICT-related programs, in 20 Asian countries. For example, with the support of USAID, the Asia Foundation in Cambodia recently implemented a network of 22 Internet-enabled Community Information Centers (one in every province), to provide access to news, email, and development-related information for Cambodians living outside Phnom Penh. In Thailand, the Philippines, Vietnam, and India, the Foundation is helping to accelerate the adoption of eGovernment through a broad set of initiatives to address the political, technical and institutional constraints to eGovernment. The Foundation is also supporting the implementation of the Martus Human Rights Documentation System, a web-based, Open Source system to allow secure transmission of sensitive human rights reports, in the Philippines, Cambodia, and Nepal.
