The eCenter project was implemented by AED and funded through USAIDs dot-ORG program. The project ran from July 2005 to September 2006 with a total budget of US$390,000. During this time a group of seven existing commercial computer centers, situated across the country, converted to eCenters most notably by implementing an innovative computer training and Internet browsing subsidy program.
