World Computer Exchange (WCE)
USAID Missions in Africa, Asia, and Latin America have successfully used the SETA, GDA, and dot-COM mechanisms to retain the services of World Computer Exchange (www.WorldComputerExchange.org) as a source of donated computers for connecting youth to the Internet. WCE A US nonprofit that has shipped more than 7,000 computers to 16 countries in the last two years - also provides online and on-site planning, training, and troubleshooting and acts as a broker for a range of services (including sister-schools) requested by the recipients of the equipment. To cover its costs, WCE seeks donations of $57.50 plus shipping per computer from the recipient or other funding source. Within three months of approving a sustainable implementation plan and making financial arrangements, WCE gathers the computers and ships them in multiples of 200 or 400 sets, with one printer for every ten computers and a variety of fax machines, scanners, routers, software, manuals, and peripherals. The shipping costs of a container of 400 sets to an ocean port add a range of $7.50 each for India to $12.50 for Cameroon. The recipient is responsible for the costs of shipping from the port-of-entry as well as for any demurrage. WCE is in the process of expanding its number of offices so that it will continue to have adequate supply to meet the growing demand. Currently, WCE has an inventory of tested, working Power Macs that are available for less - $40 each plus shipping and that can be shipped sooner - within one month.
