Full Description: A series of three technical advisors worked in Kabul with the Ministry of Communication (MOC) to help with the process of telecommunications policy prioritization. The first advisor worked with the MOC in 2002 on policy prioritization, evaluated project designs to expand national mobile and microwave coverage, and offers of investment from the private sector. The second advisor worked with MOC staff responsible for spectrum management and assisted with implementing pricing policies to reduce the costs of ICTs such as radios, mobile phones and ISPs. This advisor helped resolve a conflict concerning fees for community radio stations, thus increasing access to information in rural areas, especially for women. The third advisor continued working with the MOC on finalization of the draft telecommunications law and the process for public review. Passage of this law will have far-reaching impact on women's and men's access to telephony, both fixed line and cellular service. Finally, dot-GOV helped facilitate advanced spectrum management training for one official from the MOC.
