Full Description: The objective of this LAC bureau funded activity is to build capacity of Central American municipalities in Guatemala, El Salvador, Nicaragua, and Honduras through support to the Federation of Central American Municipalities (FEMICA). This activity has two major components: First, to upgrade the services provided by FEMICA's website by providing a web portal for municipalities to access up to date information, and second, to promote business solutions for selected municipalities to get connected to the Internet in sustainable ways.
Update: This activity launched the FEMICA portal for municipalities in March 2004. This portal offers discussion forums for members, an event calendar, web based email, and a search engine, in addition to offering members resources for online training and professional development. The next steps involve exploration of web hosting, web mapping/GIS and a connectivity pilot project.
Final Update: (December 2005)
New activities were developed for the period of January 1 September 15, 2005 to perform the following:
- A virtual conference on the use of maps, cadastre and registers in public management, whose participants, including directors of cadastre, registers, and mayors of local governments will discuss the necessities of the use of instruments that will promote the modernization of public management that will strengthen the income that permits the local government to further develop their municipality. In this sense, the need to register properties and formalize the 80% of those that are not formalized is absolutely necessary in order to have an official cadastre registry that will permit the improvement of collections through the charges of taxes and services that local governments use for the betterment of the services they give to the public, hand in hand with the urgent need for local governments to utilize geographical information systems and modernize their administration.
- Development of a Web Portal with Mercociudades and EMS-SEMA: An agreement has been signed with Mercociudades and EMS-SEMA, with the objective of creating a database for Environment Modules and Sustainable Development. This project is being elaborated by FEMICA, by designing the functions and capabilities of a virtual space on our web portal where there will be an access to the information in the database. The cities that are being signed on to this project are four from each of the following countries: Guatemala, Honduras, El Salvador, Nicaragua, Costa Rica and Panama so that they may also contribute their experiences and environmental planning strategies. Additionally, strategic alliances with institutions that will facilitate links to topics of interest are being evaluated.
- The collection of information and documentation that already exists in the region related to these topics and an evaluation and diagnosis of the current state of the same is being structured. As a value added component of this product, the preparation and circulation of news worthy articles in informative newsletters with the support of national associations, government institutions, NGOs and other organizations that work in this field will be circulated from our web portal.
